A software update is required to update your iPhone

I've got the latest Catalina, haven't updated to Big Sur because I've heard cautions about it. I'm trying to update my iPhone 7 to 14.4, and I get the subject error. Does this mean I have to update my Mac? Why can't I have Catalina and update the phone?

You are not being advised to update Catalina. If what your are referring to is described in If you see "Software update is required to connect to your iOS device" on your iPhone, iPad, or iPod touch - Apple Support, the update is only required for updating your iPhone. It will not update your system software.
