Safari is part of the iPadOS on the iPad. If you have the latest version of iPadOS on the device, then Safari is up to date. You do not update it via the App Store.

The version of SafarI on an iPhone is determined by the version of iOS. If the iOS is up to date (14.4) then Safari is up to date.
