Clicking on Finder in Dock does not open a new Finder window.

On my Mid2010 MBP 10.13.6 clicking on the Finder button on the Dock does not open a new Finder window. Cmd-N does open an new finder window. Pressing and holding the Finder button produces a pop up window with "1-30-21 Meeting doc" as the top item in the list in its own section. Selecting that item does not open anything. Nothing happens. Searching for "1-30-21 Meeting doc" or any part of it does not bring up anything. Selecting "New Finder Window" does open a new Finder window.

Clicking on the Finder Dock icon will only open a new window provided that you do not have an existing Finder window open. That is the way it is designed.

If a Finder Window is already present, right-click on that Finder Dock icon and choose New Finder Window from the secondary menu, or use the ⌘N keyboard shortcut instead.
