You probably have Screen Time Restrictions set to ON and that is preventing your from deleting the apps.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
