How to delete an app from Library?

That suggests restrictions are in place preventing complete deletion of the app.
Go to Settings->Screen Time-> Content & Privacy Restrictions->iTunes & App Store Purchases -> Deleting Apps, and make sure its set to Allow.

Press and hold on the App until the context menu appears, then select "Delete App".
Note that this will delete the App from the Library and completely remove it from the iPhone.
