Use the blank CD/DVD templates available to you from Avery. When you click on the WePrint link for each label, it will take you to a new page that has a downloadable Pages template ready to go. The Pages templates do not appear to be made available by Avery outside of the U.S. In that case, use the Word .doc version, open in Pages, and then save it as a template.

Pages does not support text on a path, so you cannot place circular text on your work unless you create it in a vector graphics application such as Affinity Designer, etc, export as an image with transparent background, and then drop and position that in Pages.
