How do i delete apps on my ipad air 4th gen. I can jiggle the apps but i do not get an option to delete. These are not preinstalled apps they are apps i downloaded from the app store. I also cannot find a way to delete throught settings.

You need to check your ScreenTime restrictions:
Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow

Turn off Screen Time, delete the app(s) and then turn Screen Time back on.
