bootcamp assistant Windows bootable USB drive

I have an issue. I can partition the drive for windows but the bootable USB/SD card I make with it won't boot. The windows partition tells me to insert a bootable drive. I have a late 2013 MacBook Pro 8 GB with i7. I am using Bootcamp assistant to make the USB drive.

See Install Windows on your older Mac using Boot Camp - Apple Support for reference. You cannot use a SD card. You need to use a USB2 (not USB3) flash drive.
