Here is how to do it:

1. Start Dictation.
2. When you are typing, say "new line" when you want a new line. Keep talking until you are done.
3. When you click "Done" on the dictation window, the new lines will take effect. It will only show if you click "Done."

If you say newline as one word, without a pause between new and line, it will start a new line. So does press return key. If you change your mind, you can say undo that, and it will hop back to the previous line ending.
