got a second hand ipad 6th generation. having difficulty in setting it up

Assuming that your previously-owned was correctly wiped for reuse (i.e., you are starting from the “hello” screen):

Set up your iPhone, iPad or iPod touch – Apple Support

If you are not starting at the “hello” screen, then you’ll have a problem.

When you power up this iPad, does the animated multi-language “Welcome” screen first appear?
