I want to move an app from my android phone to my ipad. I also want to end up where I am in the android and not start from the beginning.
Apps cannot be transferred between Android and iOS/iPadOS devices; these are totally different Operating Systems.

There is no way to what you want.
Android and iOS devixes are different devices with different OSes.
This will never happen.
If the app has an iOS version and you can install and log into this app, in theory, the iOS version of this app should have your current, up to date status.
