Syncing music on new iPhone SE

We have two Music accounts (not a subscription), mine and my husband's. I want to sync the playlists in my account with his new iPhone but can't get it to work. Plus, he doesn't have access to all the songs on the Mac. It used to be easy. Should I/can I go back to iTunes. Using macOS Big Sur, v 11.1 - thank you.

If you have macOS Big Sur, you cannot go back to using iTunes. You have to use the music app in Big Sur. Here is the user guide for Music on Mac in Big Sur:

and here is how you sync your music library:

Use the Finder to sync your iPhone, iPad, or iPod with your computer - Apple Support

You should be able to sync your playlist to multiple iPhones (although I haven't tried it).
