Signing in with your Apple ID gives you access to you past purchases made in the iTunes Store in the cloud from multiple computers and device. iTunes Match extends this to other ripped music and playlists, allowing songs you load on one computer, or playlists you make with them, to be available to any other computer or iOS/iPadOS device, Apple TV or HomePod connected to your account. Apple Music further extends this allowing you to add in almost any music you choose from the iTunes Store into your cloud library. You don't need both services at the same time.
