The view menu in Photos is not offering options for sorting. What's wrong?

The title of your question is mentioning the People album. The People album does no longer have any sort options in the recent versions of Photos since Photos 3 on High Sierra.
You can only arrange the people in the People album by manually dragging the people into the order you want. The sort options for People vanished after Apple introduced the ability to sync named faces with iCloud between our devices.
Any predefined album, where the View menu is just showing a single, dimmed sort option has a fixed sort order, that cannot be changed and "View > Sort" is showing you, how the album is supposed to be sorted. the People album is sorted always by "Oldest first", meaning the order in which you add the people.
Nothings wrong, except that there are only sort by date or sort by title options in albums.
The automatic albums, including all photos, pretty much all sort by date only.
