How do I pay for an app that I download?
I don’t know how to pay for an app with my cars or apple pay

You have to add a payment method to your Apple ID Change, add, or remove Apple ID payment methods - Apple Support
Apple Pay is not for that. Apple Pay will also hold that card of yours but to be used in restaurants, transportation, etc.
