No Room for Software Update

I have an Apple Watch series 3. I keep getting notifications that there's a software update available however there's no room on the device. I'm prompted multiple times a day to remove files (music, apps, photos, etc.) from the device, except that's the problem: there's nothing on it but the software. I do have one app downloaded to the watch itself but no music or photos. I do have notifications from various apps show up on the watch, but the apps themselves are on my phone only. Is there a way to troubleshoot this? Perhaps an alternative version of the next iOS update for earlier models without a lot of storage space?
