How do I get my settings app back on my I phone

The Settings App cannot be deleted from the iPhone, so it's still there somewhere.
Look for it in other home screens, or even the App Library if running iOS 14. You can use Spotlight search to finds it too, and if its in a folder, it will tell you which one.
