1)The app shows in my Purchase History when I open the history from Settings>Account> Purchased
2) when I try to find it to redownload by going to the AppStore app>Account>purchased>not on this Ipad it doesn’t come up
Am I missing a step or something?

Whilst your purchase history lists the App, perhaps the App is not compatible with your iPad?
Consider that older Apps are sometimes abandoned by the Developer; if not maintained, ongoing compatibility with newer versions of iOS/iPadOS cannot be assured.
