Why doesn't it show update available for iPad 2?

That model's incapable of running 10 or above. If you're trying to update it to 9.3.5, or 9.3.6 for models subject to the GPS issue it patches, likely because there's a beta profile on it or it can't properly communicate with Apple's servers.
