Is my iPad too old to update?

My iPad is at IOS version 12 but it says it’s up to date. I tried manual update from PC with iTunes but that was unsuccessful. How do I know if this hardware is too outdated to update? It’s an iPad Air but I don’t know what generation.

The original iPad Air cannot be updated beyond iOS 12.5.1

The fact that yours states that it is up to date with version 12 would indicate that it is a first generation but if you want to verify, see: Identify your iPad model - Apple Support
