Deleting Apps

How can I delete apps off of my iPhone, which is out of storage space? When I hold down an app so I can "x" it, it doesn't delete...

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps [Allow]
