black screen with spinning wheel/dial in center will not shut down or respond

If iPad isn’t responding, do one of the following:

• On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
• On other iPad models: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

my iPhone 6 SE is now display a black screen with the spinning wheel, i can turn it off but after it comes back and i log in my code, it goes back to the black screen and spinning wheel. I tried the up and down buttons but end up with the same results.
