Apple ID on two phones - 1 locked out

I originally used my personal email for my work phone and created an Apple ID. Now I have a personal phone so added work email and Apple ID to work phone and deleted personal email. Now when I try to add Apple ID with personal email on new phone - I can’t. It says it’s locked for security...

When you removed the Personal ID from the work phone, did you delete the ID or just remove it from the work phone?
