iPhone data transfer

I recently started the transfer of data from my old iPhone to my new iPhone 12 pro. i ran into some difficulties and did not realize that the data transfer was incomplete. None of my apps transferred over to the new phone. What happens if I reset the iPhone 12? will it allow me to start the data transfer again from the beginning? I have already moved the sim card from my old phone to the new one and I have it partially set up with face recognition, etc.

iPhone 12 Pro, iOS 14

If you restore it to factory settings→Restore your iPhone, iPad, or iPod to factory settings - Apple Support it will act like a new phone. However, if you have a recent iCloud backup of the old phone you can also restore that.

That is not the same as syncing data from iCloud, which would only copy data for already installed apps.
