Why is my Touch ID not working, each time I switch off my phone and turn it on back it shows Touch ID not activated which I don’t know why can you guys help me with that?

any time you power off the phone and back on, you have to enter your passcode before Touch ID will work.
It's always been like that.. Face ID is the same way
if you're having more issues than just the passcode entry on power up..
