Can I use my old iMac as my Time Machine back up disc? My old iMac is mid 2011 with 250GB SSD ( TS256C?). New iMac is 2019 running macOS Big Sur version 11.2.3 with 1TB SSD and I am using around 100GB on it currently. If so can I use a thunderbolt connection presuming old one is thunderbolt 2 and new one thunderbolt 3?
Nope! You need to get at least a 1T or larger USB External Hard Drive to use for Time Machine.

Many experienced users prefer th OWC Mercury Elite Pro for an External Hard Disk to do backup on or for additional storage. I have 2 to do my backups, I prefer redundant backups and use both Time Machine and SuperDuper! to backup.
