What if you’ve changed your Apple ID password since setting up for screen time passcode and can’t remember it. How can you turn off screen time settings?

If necessary, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.

If you haven't already done so, sign out of your Apple ID on the phone and back in with the new password. Then you should be able to release the screen time.
