why dose my phone still ring when on silent?

Your phone shouldn’t “ring” while it’s on silent. While it shouldn’t ring, it is able to vibrate if the setting isn’t disabled. Go to Settings > Sound & Haptics > Vibrate on Silent. Make sure that’s ticked to off if it’s just the vibration. If it’s making a ringtone while you’re on silent, make sure you’re actually on silent, and if you are, you might want to get in touch with Apple Support.
