I bought a watch from my cousin and he was in the army he used the watch on his phone when he told his device off the first owner iCloud popped up now I can’t use the watch she overseas what do I do ?
Only the previous owner can remove the lock. If possible, have your cousin perform the steps at the bottom of the 'Before you sell, give away, or trade in your Apple Watch' section of:
"If you already gave away your Apple Watch, you can erase and turn off Activation Lock from iCloud.com..."
Otherwise the watch is useless to you or anyone else.

The person that you bought this watch from needs to follow all the steps in this link;
Prepare the watch so the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.

Do you mean you are unable to use the Apple Watch because it his connected to their Apple ID?
If so, unpair the Apple Watch from their iPhone in the ‘Watch’ app. That will erase everything on the watch. Once it is erased, you can pair it with your iPhone using the ‘Watch’ app.
