Hi Bungee,
I am not exactly sure where you are getting stuck but I have a few guesses.
If the iPad is frozen on one of the starting screens this Apple Support Article should be helpful.
If your iPhone, iPad, or iPod touch won't turn on or is frozen
If an Activation Lock was somehow triggered this will help you with disabling the lock.
If you are having issues with your Apple ID password check out this one.
If you forgot your Apple ID password
If that is your issue and not resolved make sure to check out the lower heading If you can't change or reset your password for additional steps.
