Deleting Apps from iPhone (iOS 14.4.2)

I cannot completely delete an app from my iPhone. The app is simply moved to the Library. I cannot delete from the Library either.

The procedure(s) noted here do not work as indicated:

https://support.apple.com/guide/iphone/remove-apps-iph248b543ca/14.0/ios/14.0#iphb4b216389

When attempting to remove from the Library (tap and hold), it simply wants to place it back on the Home Screen.

If I go in to the App Store and find the app, and swipe left, there is no delete option, just Hide.

If no delete option is available, there may be a restriction set on deleting apps. On an iPhone or iPad, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps.
