how to set up ipad without synching photos from icloud

I am setting up a new ipad pro and intend to use the same apple ID as for my ihpone.

However, I don't want to synch all my photos on icloud to the new ipad.

How can I deactivate the photo synch when installing?

Don't turn on iCloud Photos. It is off by default. See: Set up and use iCloud Photos - Apple Support
