Can't add 6th family member to family sharing - help?

We have 5 members in family sharing and need to add a 6th. But whenever I try to create a new Apple ID for my child (the last member to be added) it tells me our family sharing is full and the ID cannot be created. We did delete a no-longer-used Apple ID last week to make room for the 6th, and was instructed it can take up to a week to remove it. Well, it's been removed and is no longer showing up, but I still can't add the last family member. Advice?

Thanks for your reply. I reached to Apple directly, and it appears the deleted ID is still not fully deleted on their end. Once it processes fully and is removed on their end, I'm told I should then be able to create a new child ID and add them to the family sharing.
