is my mac to old to update? mid 2011 21.5 Mac

We have a Mac 21.5 from mid 2011 that won't load H&R Block software because we need to be at 10.13.

What can we do? Need to get Taxes done. We had no issues last year with the software. And apparently H&R Block wants a piece of that stimules also

iMac 21.5″, macOS 10.12

10.13 is High Sierra. Your Mac can run High Sierra. That's as far as it can go, though.
