I want to send my friend an ipad app as a gift but the app isn't available on the phone app store. How can I send this as a gift?

No, not possible. Your device will only show Apps that are compatible with your own platform - i.e., an iPad will only be able to “see” Apps that are compatible with iPad in the App Store.
