Please try steps 1, 2 and 3. https://support.apple.com/en-us/HT211916

Launch Safari holding holding Shift key down

Startup in Safe Mode https://support.apple.com/en-gb/HT201262 to try to isolate the cause of the issue.

Select your account and login.
Test.

To leave Safe Mode, click Apple logo  in the menu bar and choose “Restart”.

Test.

Install the latest update. How to update the software on your Mac
