Apple One Question

We currently have Apple Music. I have 50GB while the other two phones have 200GB of icloud of storage. With Apple one is that per device or across all three phones? If it's across all devices can I get the family One plan for $19.99 then add 200GB of storage for 400GB total?

Apple iCloud storage is not per device. The 200GB in the Apple One Family plan is the total for that plan, not per device and not per family member.

After you subscribe to Apple One, you can buy more iCloud storage if you need more. With both Apple One and an iCloud storage plan, you can have up to 4TB of total iCloud storage.

With Apple One you can get either an individual or family plan, whichever suits your needs:

Are all devices using the same Apple ID? If so, that is not Family Sharing:

What is Family Sharing? - Apple Support

If they are using different Apple IDs, you might consider using Family Sharing and have the Family Organizer upgrade to the 2 TB iCloud storage plan. Then share that storage among the 3 Family members. You will have more total storage, each member gets their own storage area, and It should be cheaper in the long run.
