Daughter's account has been disabled in App Srore and iTunes

My daughter Amber has had her account disabled in the Apps Store and iTunes. As her father I have tried everything I could think of to enable at least her App Store to no avail. What can I do to help her out in this?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
