How do I access iphoto on my MacBook Pro with 64 bit technology?

iPhoto was discontinued 5 years ago. It is no longer developed or sold. It was replaced by the more powerful (and free) Photos.app that comes with the OS. You can migrate to that app very simply:

Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point at your iPhoto Library. It will do the rest.

If you prefer not to use Photos there are several 3rd party apps that you can use. Which to choose depends on the kind of photographer you are and your budget.

Please provide instruction to update the app and/or OS.

iPhoto cannot be updated. The last update (iPhoto 9.6.1) has been released in 2015 as a compatibility update for OS X 10.10.3 Yosemite. The last system version to support iPhoto has been macOS 10.14.6 Mojave. You would have to downgrade to the older system version to be able to use iPhoto. But a new Mac does not support older system versions.
