activation lock
I purchased a phone with an activation lock on it and i cannot locate the person that i bought the phone from how do i unlock it

You don't without the owner's help.
Activation Lock is a theft deterrent feature with no bypass or workaround.
Without the owner's authorisation (Apple ID & password), no thief or anyone including you can re-use the device.
