When I go to reinstall macOS no start up disc appears and it said to reset the NVRAM and this screen still appears

Hey there! While in recovery mode, what do you see in Disk Utility, after selecting View > Show All Devices? Likewise, can you elaborate on the situation?
I held down all four keys and let them go after the second start up sound and then the screen with the file folder and question mark reappeared
