I’m already part of a family sharing for music (not organizer) and I would like to subscribe to iCloud storage to share it with someone else not part of this family. Is it possible without adding this person to the family in which I’m already part of it (already full)? Or do you have any advices for me ?

The only way to share is if the person is part of your Family Sharing group.

You would have to leave the present group and join another one with the other person. Even if the present group wasn't full, the person would have to join that group. Then I think if you got a family plan it would have to be shared with all the members, you can't pick and choose and restrict it to just one other person.
If the family is full, you cannot add another member to it. Furthermore, you cannot be part of two families at the same time.
