my ipad will not power on. It always shows a charging battery when I plug it in. Is it dead? Do I need to get a new battery?

As described your battery may require replacement. If your iPad can boot whilst connected to its Power Adapter, you would be well advised to directly contact Apple Support - and request a remote battery test. The result of the test may better inform your next steps.
