I can get my album onto my Mac, but cannot sync the new tracks to my iPhone7.
Music seems to have lost the ability to move tracks into folders as well.
I'm stopped at Catalina because my Mac dates from late 2013.

If you have already ripped (imported) the CD to your Mac, make sure the tracks are in your Music library and play correctly.
Then you can sync your iPhone per the steps in here:
