I have followed the app instructions and the instructions in this article and nothing has changed. It says I am sharing my location with my friend, but she can’t see it and I can’t see her location even though she is sharing it with me. I have Location Sharing on and have sent my sharing to her and my sister, but they can not see my location at all.

Unless you are using iOS 12 or earlier, which I don't think you are, the link you came from is out of date. Apple changed the Find My Friends app and is now simply called Find My.
