apple watch Phone Call over WI Fi

I have found information that a phone call over WI FI through apple Watch is possible, if: Apple Watch just has to be within range of a Wi-Fi network that your iPhone has connected to in the past (my underline).

Is that a condition? So if I have WI FI available, but did not use it before, there is no way to make a call?

What about using some Voice over IP apps?

The watch will only connect to a wifi that your iPhone has previously used.

Your carrier must support wifi calling and your iPhone must be configured for wifi calling.
