How can I just enter my stride length on Apple Watch some place .and not depend on GPS?

You can't. See the ';Calibrate your Apple Watch' section in:

Calibrating your Apple Watch for improved Workout and Activity accuracy - Apple Support

"Whenever you walk or run outside using the above steps, your Apple Watch continues to calibrate the accelerometer by learning your stride length at different speeds."
