There is absolutely NO Adobe Photoshop Elements app for iOS/iPadOS and iOS/iPadOS devices, in the iOS App Store.

There never has been.

Adobe Photoshop Elements is a Mac or Windows PC app ONLY.

As long as they are available for download in the app store, yes you can. However, I just checked their website and it is not compatible with my iPad Pro 11”.
