AirPlay system requirements - Apple Support

Devices you can stream video from

iPhone, iPad, or iPod touch with iOS 12.3 or later

Wirelessly stream videos and photos to Apple TV or a smart TV from iPad - Apple Support

otherwise try

If AirPlay or screen mirroring isn’t working on your device - Apple Support
