iTunes tries to install the newest version on my iPod (14.5.1) but it fails every time. It gives me error number 4000 and says that it can not update it. Everything else works fine.

A 6th generation iPod cannot update past iOS 12.5.2
It should say Your iPod is Up to date. Which one you have?
iPod 6th or iPod 7th.
The solution linked in this answer was simply to disable the passcode. i did that and it solved the problem. Very simple, very effective!
